Opportunity

Abt Associates seeks a qualified Administrative Assistant 8 / Procurement & Logistics Manager to support the International Health Division.

The USAID-funded President’s Malaria Initiative (PMI) Africa Indoor Residual Spraying (AIRS) Project supports USAID Missions and Bureaus to plan, implement, and monitor and evaluate vector control activities to prevent mosquito-borne diseases (including malaria and Zika) in African, Latin American, and Caribbean countries where USAID supports vector control efforts. The overall goal of the project is to reduce the burden of vector-borne diseases by enhancing USAID’s ability to implement mosquito control programs on the ground by providing technical expertise, building local governments’ capacity, creating innovative implementation models, conducting cost-effective commodity procurement and logistics systems, and engaging local communities in affected countries.

Key Roles and Responsibilities

• Overall responsible for vector control operations warehousing and transportation management.
• Maintains accurate inventory records in accordance with Abt Associates and USAID/PMI requirements.
• Ensures that all store records are up-to-date at all operating sites throughout vector control campaigns.
• Assists in the quantification of vector control equipment, PPE, insecticides, larvicides, and other supplies.
• Conducts timely commodity, equipment and supplies needs assessments in the run up to the launch of vector control activities.
• Monitors insecticide and larvicide stock levels during vector control campaigns with a view to preventing stock-outs.
• Responsible for the maintenance and servicing of vector control equipment and PPE.
• Prepares operational transport and vehicle plans.
• Prepares vector control materials, commodities and equipment pre-campaign dispatch plans.
• Directs and supervises the storage, distribution, and transport of vector control commodities, materials and equipment throughout the target areas.
• Ensures timely delivery of stock items to operating sites prior to the launch of vector control campaigns.
• Supervises Warehouse and Store Managers, and organizes capacity-building interventions to elevate their skills.
• Ensures that the USAID/PMI environmental compliance and safety requirements are followed at all times throughout the supply chain.
• In collaboration with the Environmental Compliance Officer:
· Ensures that all health and safety measures are in place and followed at all stores and operation sites.
· Ensures the clearance and proper disposal of all waste material and excess items from project stores.
• Performs local procurements of goods and services, in coordination with the project’s Finance & Administration Manager, following all relevant USAID and Abt Associates policies and procedures, including:
· Clarification of commodity specifications in coordination with the operations and entomology teams
· Preparation and conduct of local tenders.
· Maintenance of a registry of local and regional vendors.
· Organization the receipt and assessment of quotations, and the selection of preferred bids.
• Quality control and receipt of delivered goods, and the processing of customs clearance and tax waivers, as needed.

Preferred Skills / Prerequisites

• Bachelors Degree in Logistics, Business, Management, Administration, or other relevant field.
• At least two (2) years of relevant professional experience in the management of program logistics and procurement.
• Significant experience at USAID-funded development programs, and a good knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs).
• Demonstrated experience in warehouse/stores and inventory management.
• Excellent management, supervisory, organizational, computer, and writing skills.
• Strong written and verbal communication skills in English are desirable.
